The coach ranks and explains; it never invents urgency. An LLM writes the briefing's sentences — it does not decide what's urgent. The ranking is deterministic and inspectable, which is why every item can show its why.
Actions launched from the coach or confirmed through the assistant run the same server-side gate as everything else: consent, suppression, calling windows, attempt caps, AI disclosure. An approved action that can't legally run right now waits for its window.
